Genaral Managers Meeting - Sept. '04

Here some of the more important points we covered in our 1^st league meeting this year…

1. Fun safe hockey is the priority. Teams are primarily responsible for this.

2. 15 minute running-time periods. Last 30 seconds of 1^st & 2^nd periods and the last 2 minutes of the 3^rd period are stop time. If the goal difference is greater than 2 goals, there won’t be stop time. The clock starts at 10 minutes past the hour.

a) Triplicate game sheets

b) We’ll have a full-time timekeeper and statsperson position. This has been filled by Dan Hickox.

c) Timekeepers must help assist in any post game discipline discussions

3. Team Rosters. Every team will submit a 17 player roster (maximum of 15 skaters, 2 goalies). Skaters on the roster have to play a minimum of 2 games to be eligible for the playoffs. Players that were on last last year’s team roster only have to play 1 game. Spare players not on the roster have to play a minimum of 5 games to be eligible for the playoffs. Goalies only have to play 1 game for any team to be eligible for the playoffs. Skaters can only play for 1 team in the playoffs. If a roster goalie isn’t available for their team in the playoffs, the team may use any goalie from the league that has played at least 1 game. Any woman player only has to play 1 game to be eligible for the playoffs.

4. scheduling and Playoffs

a) Each team plays 1 exhibition game (except the Wheatfield Souldiers), 11 league games and a minimum of 2 playoff games (as long as the team keeps their penalty minutes below 55 minutes).

b) Please let me know at least 2 month ahead if there is a weekend that your team can’t play

c) We’ll schedule no more than 1 game a week per team. Possibly 2 on a weekend in the playoffs

d) At least one game out of Toronto will be mandatory for all the Toronto teams next year.

e) We didn’t address this at the meeting, for the playoffs, the highest seeded team always plays the lowest seeded team.

6 team playoff will work like this:

Quarter Finals

1^st place vs. 6^th place

2^nd place vs. 5^th place

Semi Finals

3^rd place & 4^th place will play the winners from the Quarter Finals

5 team playoff will work like this:

Quarter Finals

1^st place vs. 5^th place

Semi Finals

If 1^st place advances, 1^st vs 4^th; 2^nd vs 3^rd

If 5^th place advances, 2^nd vs. 5^th; 3^rd vs. 4^th

e) We’ll have a minimum of 4 teams in the playoffs in each Division. If less than four teams qualify (teams with less than 55 team penalty minutes), the next teams to qualify will be the team(s) with the lowest amount of team penalty minutes until we have 4 qualified teams for the playoffs. Teams that qualify with more than 54 team penalty minutes will be seeded lower than the teams that qualified with less than 55 team penalty minutes.

6. Rules

a) Mandatory half or full visor or cage.

b) An average of 5 minutes in team penalties per game is our tolerance level.

i) A team is only allowed to have a maximum of 54 PIM (exhibition game not included) to qualify for the playoffs. If a player has been expelled for the rest of the season by the league or team, their penalty minutes will not count towards the team’s total PIM. If the team expels a player, they must give written notice to the league to make it official.

ii) We didn’t talk about this at the last meeting, if a team tallies more than 77 team penalty minutes, they are on probation and must make a significant proposal to the league to exemplify their dedication to the league if they would like to continue to participate.

c) a bonus 1/2 point for a no-penalty game.

d) offsetting penalties won’t affect the number of players on the ice.

e) If a team is short-handed on the ice due to a penalty, they can only substitute when the puck is in play or the clock is stopped.

f) Each team may take a 30 second time out per game.

g) We didn’t get into details of suspensions, but this is how they’ll work. Every player ejected from a game will be reviewed to decide whether a suspension or expulsion is necessary. After a player has received 2 game ejections they must serve a minimum 1 game suspension. On their 3rd game ejection they must serve a minimum 2 game suspension. A player is only allowed up to 2 suspensions. If a player does anything that warrants a 3rd suspension he/she is expelled from the league for the rest of the season - minimum. These are all minimum disciplinary actions. We reserve the right to expel anyone for any intolerable act and increase suspensions where warranted.
